On May 3, 2004, the Memorandum of Understanding (MOU) between the PNP and DOST for the Research and Development Collaboration Program was implemented under the leadership of PDG HERMOGENES E. EBDANE, JR., Chief, PNP and Hon. Estrella F. Alabastro, Secretary, DOST. It aimed to enhance the Research and Development (R&D), and Test and Evaluation (T&E) capabilities of both parties through sharing of technical services, facilities and technologies and undertaking joint projects on state-of-the-art technologies applicable to law enforcement and public safety functions of the PNP. A Memorandum of Agreement (MOA) (Lease Agreement) for occupancy by the DRD-RDC, PNP at DOST Compound was then signed on September 7, 2005 by PDG ARTURO C. LOMIBAO and Hon. Estrella F. Alabastro. Through the MOA, the PNP shall occupy a building located at the DOST Compound, Bicutan, Taguig City for a period of fifteen (15) years.
It was in the year 2005 when the Research and Development Center (RDC) of the Philippine National Police was created through Memorandum Circular No. 2005-08 signed by then C, PNP PDG ARTURO C. LOMIBAO. In the said Memorandum Circular, the PNP RDC was placed under the jurisdiction of the Directorate for Research and Development (DRD) due to its mandate to conduct R&D and T&E of clothing, materiel, vehicle and equipment requirements of the PNP.
The following year, NHQ-PNP General Orders Number DPL-06-02 providing for the activation of the PNP RDC was submitted to the NAPOLCOM for its consideration. Also included in the said directive is the organizational structure and functional chart of the PNP RDC. However, the request for the proposed reorganization of the DRD to include the creation/activation of the PNP RDC was held in abeyance as stated in a memorandum signed by Commissioner Imelda C. Roces, Vice Chairperson and Executive Officer of NAPOLCOM on June 28, 2006.
Four years later, the DRD converted the RDC building into a laboratory type facility with the assistance of the PNP Engineering Service (PNP-ES) and the Technical Services Division (TSD) of the Philippine Textile Research Institute (PTRI). The building facility was prepared to house-in/ accommodate various test and evaluation equipment amounting to Php 18,244,000.00 that are already scheduled for procurement by the Procurement Service-Department of Budget and Management (PS-DBM).
Currently, the PNP is awaiting the approval of SILG/Chairman, NAPOLCOM on its request for the activation of the Research and Development Center under the Directorate for Research and Development as stated in NHQ-PNP General Orders Number DPL-13-02.
